Union Program Citizens, Equality, Rights and Values (CERV)

In the program period 2021-2027. a new centralized program of the Union Citizens, Equality, Rights and Values (CERV) was established. The CERV Program is the largest program in the history of the European Union intended to promote and protect the values of the Union: democracy, the rule of law, fundamental rights, transparency, equality, civic engagement and participation, the fight against all forms of violence and discrimination, common European history and good governance. Its general goal is to protect and promote the rights and values contained in the Treaties, the Charter of Fundamental Rights and applicable international conventions on human rights, through the provision of financial support, support to CSOs and other stakeholders in the promotion of these rights and common values, through the encouragement of civil and democratic participation in order to preserve and further develop open, democratic, equal and inclusive societies based on rights and the rule of law. The program covers the areas of previous programs: Europe for Citizens, Rights, Equality and Citizenship and DAPHNE.

The program will be presented by Željko Markulin from the Department for Implementation of European Union Programs and International Cooperation, Office for NGOs of the Government of the Republic of Croatia

Co-financing of projects by the Office for NGOs of the Government of the Republic of Croatia

One of the biggest obstacles that many civil society organizations face in the implementation of EU projects is related to co-financing. Namely, although most of the funds for approved projects are financed by the European Union and national funds, part of the funds for an individual project must be provided by the user himself. For numerous civil society organizations, it is not easy to secure such co-financing, which often creates significant problems in the liquidity of associations and can threaten the effectiveness of the implementation of project activities. Bearing in mind the use of structural funds after the accession of the Republic of Croatia to the European Union and the increasing funds available to the civil society sector, it is important to ensure continuity of investment in strengthening the capacity of civil society organizations for the effective implementation of EU projects and projects financed from foreign funds. With a public call for submission of applications for co-financing projects of civil society organizations contracted within the framework of the European Union program, the Office for Associations from April 2011 until today provides support for the co-financing of the mandatory contribution of civil society organizations as beneficiaries of EU projects.

The program will be presented by Jelena Princivali, senior expert advisor in the Department for Financial Management and Quality Assurance, Office for Associations of the Government of the Republic of Croatia

"Croatia for Children" Foundation

The "Croatia for Children" Foundation (co)finances projects and programs of legal entities through a public tender and/or public call for applications, which is announced based on the previous decision of the Foundation's Board of Directors, as a rule, once a year. In this way, financial support is awarded for those projects and programs that are aimed at the welfare of children and young people and support them through various contents that are of vital importance for their growth and development, whereby the "Croatia for Children" Foundation, with each individual public tender, that is, by invitation, determines the areas of activity of legal entities that will be financially supported at that moment, which can be broadly and generally established, as well as narrowly specialized.

In addition to (co)financing of programs and projects based on public tenders, the Foundation also enables direct (co)financing of projects and programs of legal entities. Legal entities that have the right to (co)finance projects/programs are:

  • civil society organizations (associations, foundations, foundations, private institutions, religious communities, legal entities of the Catholic Church) that were founded with the purpose of promoting family values and strengthening the family

  • legal entities established to perform cultural, educational, sports, recreational, religious, and similar activities

  • public institutions
